The Uttar Pradesh Board has extended the last date for evaluation of answer sheets for class 10 and 12 exams from April 13 to 19. This is due to the state wide boycott of invigilation by the Secondary Education Teachers Association in the state.
The boycott was joined by teachers associations across the state as the government failed to meet their demands. The evaluators demanded payment of outstanding dues of evaluation work, deduction of amount under new pension schemes for teachers of government aided schools and fixation of minimum wages for teachers of unaided schools.
The evaluation work was scheduled from March 30 to April 13 and the results were to be declared by April end. The evaluation is being done across 232 centres, by one lakh teachers who have been appointed to correct the copies of at least one crore students.
The system of panel examination has also been introduced, where copies of examinees in different subjects is evaluated by a panel of examiners after it has been evaluated by the two examiners selected for the purpose.
The Madhyamik Shiksha Parishad(UP Board) officials said that this work was to be completed within 15 days, however the delay itself is 21 days now.
The boycott and protests have resulted in the chief minister, Akhilesh Yadav, agreeing to increase the evaluation allowance. Teachers checking high school answer sheets will be paid Rs 8 per copy, up from Rs 6 and those evaluating intermediate answer sheets will be paid Rs 10 instead of Rs 7.
The government also intends to regularise ad-hoc teachers within six months and initiate the procedure of payment to honorarium to teachers of unaided schools once the evaluation is over.
An official from the education department said that this hike in payment will cost the UP government and additional 18 crore per year. However the teaching community has welcomed this decision.
The students of Class 10 and Class 12 are appearing for their Board exams. But it comes a surprise to know that the answer sheets of Class 10 and Class 12 students, who are appearing for their exams through Uttar Pradesh (UP) Board, are being checked by the teachers who have no knowledge regarding those subject.
RP Mishra, state president of Uttar Pradesh Madhyamik Shiksha Sangh said, " Hindi teachers are checking Mathematics copies. And if the Board has allotted wrong subjects to nine teachers in just one school (in Lucknow), one can easily know the scenario across the state. I have also found students' photographs pasted on teachers' ID cards in many cases and have reported the same to the Board authorities, but no action has been taken".
Mishra informed that a dozen cases have been found in the state capital where teachers who have no knowledge of a certain subject are evaluating the answer sheets of that particular subject.
However, Board secretary Amarnath Verma has denied Mishra's allegations, saying that no such incident has come to his knowledge.
Over 45,000 teachers have refused to evaluate the answer sheets. They have boycotted the checking work for the past few days since the payment of previous years' evaluation work is still due. Also, the teachers have been asking the government to fix a minimum wage for teachers of unaided schools. They are also asking the government to start a pension scheme for teachers of government-aided schools.
Around 1.40 crore copies are to be evaluated within the next two weeks.
